Sylvie Lucas appointed as Chair of IGN of UNSC Reforms

Luxembourg envoy to the United Nations (UN) Sylvie Lucas on October 27 was appointed as the chair of the Inter-Governmental Negotiations (IGN) on UN Security Council reforms. Lucas replaces Ambassador Courtenay Rattray of Jamaica, was appointed by the 70th UN General Assembly President Mogens Lykketoft. Her appointment came ahead of the next round of negotiations UNSC Reforms to be held in UNGA after negotiating text was tabled in UNGA. The President urged member states to build momentum and move forward the process of text-based negotiations on the long-pending reforms days before the next round of negotiations begin next week. Lucas had achieved a breakthrough by putting on the table a negotiating text that contained the proposals and positions of various UN members on expansion of the council.
Earlier life of Lucas:-
  • She was serving as the president of the United Nations Economic and Social Council (ECOSOC) from January 2009 to January 2010.
  • On 25 August 2008, ambassador Lucas became the United Nations’ permanent representative from Luxembourg.
  • In 2003, Sylvie Lucas became Luxembourg’s ambassador to Portugal and Cape Verde.
  • From 1995 to 2000 she was the deputy permanent representative of Luxembourg to the United Nations. She then returned to the Department of Political Affairs as deputy director from 2000 to 2003.
  • From 1990 to 1995 she worked at the Luxembourg Ministry of Foreign Affairs, first for a year in the Department of Political and Cultural Affairs, and then in the Department of International Relations and Economic Affairs.
