Purpose of the Appropriation Bill
The Appropriation Bill is crucial because it authorizes the government to spend the money needed for various expenses throughout the year. It legally permits the transfer of funds required for government functions.
Lok Sabha Process
During the session, Speaker Om Birla expedited the discussions and moved the Bill forward at 6 PM after dealing with cut motions proposed by members, which were rejected. Finance Minister Nirmala Sitharaman introduced the Bill for approval, and it was quickly passed. Minister Rajiv Ranjan Singh discussed the government’s funding efforts, particularly in fisheries and animal husbandry. He emphasized the Modi government’s fair approach to state funding, mentioning projects in West Bengal, Kerala, and Andhra Pradesh.
Investment in Fisheries
Singh highlighted major financial investments, including ₹41.44 crore for West Bengal under the Blue Revolution Project. He also noted that India is the second-largest producer of fish in the world and the top producer of dairy products. The government has introduced several welfare measures for fishermen, such as installing a transponder by ISRO. This device enhances communication and safety for fishermen who might cross maritime boundaries.
