GOI forms Committee led by Vijay Kelkar to revisit PPP infra model

The GOI has named former finance secretary and economist Vijay Kelkar to head a panel that will to revisit and revitalize the public private partnership (PPP) model of infrastructure development. This committee has been asked to submit its report in three months. Finance minister Arun Jaitley, in his budget speech, advocated increased public spending and promised to look into ways to resolve issues hampering the so-called public-private-partnership (PPP) model.

Other than Kelkar, the committee has nine members and a Member Secretary in Sharmila Chavali, Joint Secretary, Department of Economic Affairs in Finance Ministry. The committee has asked to propose design modifications in the contractual arrangements of the PPP based on international best practices and Indian institutional context.

The committee may consult various stake holders in private sector, government sector, legal experts, banking/financial institutions and academia while firming up recommendations.
