Who is the Chief Minister?

The Chief Minister is the leader of the Legislative Assembly of the State. On Chief Minister’s advice the Governor exercises his functions in matters like summoning, proroguing or, if necessary, dissolving the Legislative Assembly. Appointment of the Chief Minister is formally made by the Governor. The usual practice is that after the General Election is over, the Governor invites the leader of the majority party in the State Legislature to become the Chief Minister.

If the Chief Minister resigns, the entire Council of Ministers is bound to resign. The CM has to keep a watchful eye on the public opinion at the time of formulating government policy and performing his functions. The Chief Minister can ask any minister to resign if he is not happy with his work. No law can be framed without the will of the Chief Minister. The Chief Minister is the principal advisor of the Governor. He takes the advice of the Chief Minister on all the issue.

Tenure of the Chief Minister is maximum for five years.

Who is the Governor?

The Governor is the chief executive of a State in India. The powers and functions of the Governor of Indian State resembles that of the President of the Union Government. The Governor is appointed by the President of India. He holds office during the pleasure of the President. Any citizen of 35 years of age and above is eligible but he must not hold any other office of profit, nor be a Member of Parliament or State Legislature.

In case of Union Territories, Lieutenant Governor plays a major role. the rank is present only in the union territories of Andaman and Nicobar Islands, Delhi and Puducherry. However the governor of Punjab acts as the administrator of Chandigarh. Lieutenant-governors hold the same rank as a governor of a state in the list of precedence.
