Cabinet approves MoU between India and Kenya in field of agriculture and allied sectors

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved signing of a Memorandum of Understanding (MoU) between India and Kenya on bilateral cooperation in the field of agriculture and allied sectors.

The MoU covers various activities in these fields which include agricultural research, animal husbandry and dairy, livestock and fisheries horticulture, natural resource management, post-harvest management and marketing, soil and conservation, water management, irrigation farming systems development and integrated watershed development integrated pest management, agricultural plant, machinery and implements, sanitary and phytosanitary issues.

Cabinet approves Agreement between India and Uruguay for Cooperation in Customs Matters

The Union Cabinet has approved the signing of an agreement between India and Uruguay for cooperation in matters related to customs.

The agreement would provide a legal framework for sharing of information and intelligence between the customs authorities of the two countries and help in the proper application of customs laws, besides facilitating legitimate trade.

Cabinet approves 26%strategic sale in BEML

The government has approved of 26% strategic sale in state run BEML Ltd. The company in a notification to stock exchanges informed that the government, ministry of defence has approved of the strategic sale plan.

At the current market pricing of ₹999.50 a share, 26 per cent stake of BEML could fetch the exchequer over ₹1,000 crore.

Cabinet approves Trade Agreement negotiations with Peru

The Union Cabinet has approved holding negotiations for Trade Agreement with Peru on trade in goods, services and investment.

A Joint Study Group (JSG) between India and Peru was constituted in order to explore the possibility for entering into trade agreement with Peru on 15th January, 2015.

Both sides concluded the Joint Study Group Report on 20th October, 2016 and agreed to carry forward the discussions on trade in goods, trade in services and investment.

The Union Cabinet has given ex-post facto approval to the package for supporting Micro and Small Enterprises (MSEs) – Augmentation of the Corpus of Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE).

Cabinet approves amendment in Modified Special Incentive Package Scheme

In a bid to incentivise investments and move towards the goal of ‘net zero imports’ in the electronics sector by 2020, the Union cabinet approved amendments to the Modified Special Incentive Package Scheme (MSIPS).

The cabinet had cleared the M-SIP scheme in 2012 to promote large scale manufacturing in the electronic system design and manufacturing sector (ESDM).

Cabinet approves India’s Membership in the International Vaccine Institute

The Union Cabinet has given its approval to the proposal for India’s taking full membership of the International Vaccine Institute (IVI) Governing Council.

The move involves payment of annual contribution of US $ 5,00,000 to the International Vaccine Institute (IVI), Seoul, South Korea.

Prime Minister Narendra Modi has given some cabinet approvals. The cabinet approvals are as follows:

  • The Union Government chaired by Prime Minister Shri Narendra Modi approved setting up of Food Legumes Research Platform (FLRP) at Amlaha, Sehore in Madhya Pradesh for meeting the emerging food security challenges.
  • The Cabinet approved the signing of Air Services Agreement between India and Rwanda which will enable the airlines of the two countries to operate services in each other’s’ territory.
  • The Cabinet Committee on Economic Affairs gave its approval to award contract in 31 contract areas under Discovered Small Fields Policy 2016 undertaken last year
  • The Union Cabinet approved the merger of the State Bank of India with its 5 subsidiary banks namely State Bank of Bikaner and Jaipur; State Bank of Hyderabad; State Bank of Mysore; State Bank of Patiala and State Bank of Travancore.

Cabinet approves North East Road Network Connectivity Project Phase I

The Cabinet Committee on Economic Affairs has given its approval for development of 403 kms of National Highways in Meghalaya and Mizoram.

Out of 403 km, approximately 52 kms will be in Meghalaya and 351 km in Mizoram. The project will be executed in EPC Mode.

Cabinet clears special assistance for EAPs in Andhra Pradesh

The Centre has approved financial assistance for bifurcated Andhra Pradesh by way of special dispensation in funding of externally aided projects (EAPs) and also the irrigation component of Polavaram project.

The special assistance approved by the Cabinet will be provided to the state towards repayment of loan and interest for EAPs signed and disbursed during 2015-16 to 2019-20.

Cabinet approves setting up of 50 Kendriya Vidyalayas

Fifty new Kendriya Vidyalayas (KVs) will be established across the country to provide quality education to around 50,000 students with the Cabinet giving a go ahead to the project.

Setting up of a Special Purpose Vehicle to be called Government e-Marketplace (GeM SPV) as the National Public Procurement Portal as Section 8 Company registered under the Companies Act, 2013, for providing procurement of goods & services required by Central & State Government organizations.

The Union Cabinet has given its approval for setting up of Indian Institute of Petroleum and Energy (IIPE) at Visakhapatnam in Andhra Pradesh as “an Institute of National Importance” through an Act of Parliament.

The Institute will have the governance structure as well as legal mandate to grant degrees in a manner similar to that enjoyed by IITs. A separate Act will also impart the required status to the Institute to become a “Centre of Excellence” in petroleum and energy studies.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for procurement of Voter Verifiable Paper Audit Trail (VVPAT) Units for use in the General Elections, 2019.

The decision of the Government would enable the Election Commission of India to deploy VVPAT Units in all pooling booths in the General Elections, 2019, which will act as an additional layer of transparency for the satisfaction of voters, allaying any apprehension in the minds of the voters as to the fidelity and integrity of the EVMs.

The Union Cabinet has given its approval for National Steel Policy (NSP) 2017. The new Steel Policy enshrines the long term vision of the Government to give impetus to the steel sector.  It seeks to enhance domestic steel consumption and ensure high quality steel production and create a technologically advanced and globally competitive steel industry.

The Cabinet Committee on Economic Affairs has given its approval for re-structuring the schemes of the Ministry of Food Processing Industries (MoFPI) under new Central Sector Scheme – SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters) for the period 2016-20 coterminous with the 14th Finance Commission cycle.

Cabinet approves India-Portugal MoU on renewable energy

The Indian cabinet has gaven post facto approval to the memorandum of understanding (MoU) on renewable energy between India and Portugal. The MoU was signed on January 6, 2017.

The MoU aims to promote bilateral technical cooperation on new and renewable issues. The MoU envisages constitution of a Joint Working Group which can co-opt other members from Scientific Institutions, Research Centres, Universities, or any other entity, as and when considered essential.

The Union Cabinet has approved the signing of agreement between India and UN Women to strengthen gender equality in governance institutions.

The MoU between India and the United Nations Entity of Gender Equality and the Empowerment of Women (UN Women) seeks to provide technical support to the Ministry of Panchayati Raj to improve the opportunities for gender equality through legislation, policies and programmes in ministry’s institutions.

Cabinet approves signing of new Air Services Agreement between India and Serbia

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for updation of the existing Air Services Agreement (ASA) between India and Serbia which was signed on 31st January, 2003. The updation is as per latest International Civil Aviation Organization (ICAO) template keeping in view the latest developments in civil aviation sector and with an objective to improve the air connectivity between the two countries.

Cabinet approves signing of amended tax treaty with Portugal

The Union Cabinet has given its approval for signing of a Protocol amending the convention between India and Portugal for avoidance of double taxation.

The Protocol will also ensure prevention of fiscal evasion with respect to taxes on income.

Cabinet approves Pan-India implementation of Maternity Benefit Program

The Union Cabinet has given ex-post facto approval to Pan-India implementation of Maternity Benefit Program which now has been extended to all districts of the country w.e.f. 01.01.2017. The Prime Minister in his address to the nation on 31.12.2016 had announced Pan-India implementation of Maternity Benefit Program.

The Maternity Benefit Program will provide compensation for the wage loss in terms of cash incentives so that the women can take adequate rest before and after delivery and not be deprived of proper nutrition.

Cabinet approves amendment of the Public Premises

The Union Cabinet has given its approval for amendment in Section 2 and Section 3 of the Public Premises (Eviction of Unauthorised Occupants) Act, 1971 (PPE Act, 1971), by inserting definition of ‘residential accommodation occupation’ in a new clause in section 2 of the Act and inserting provisions relating to eviction from ‘residential accommodation occupation’ in a new sub-section 3B below sub-section 3A of Section 3 of the Act.

Cabinet approves Amendment of the Ancient Monuments

The Union has approved the introduction of the Ancient Monuments and Archaeological Sites Remains (Amendment) Bill, 2017 in the Parliament. To make way for certain constructions limited strictly to public works and projects essential to public within the prohibited area, the following amendments have been approved:

i) Insertion of a new definition of “public works” in section 2 of the Act.

ii) Amendment to section 20A of the Act so as to allow any Department or Office of the Central Government to carry out public works in the prohibited area after obtaining permission from the Central Government.

iii) Insertion of a new clause (ea) to section 20-I of the principal Act

Cabinet approves setting up of Indian Agricultural Research Institute (lARI) in Assam

The Cabinet Committee on Economic Affairs has approved the setting up of Indian Agricultural Research Institute (lARI) in Assam.  The proposal of Department of Agriculture Research and Education (DARE) / Indian Council for Agricultural Research (ICAR) under the scheme, the establishment of the “Indian Agricultural Research Institute (lARI)-Assam” seeks to set up the Institute on 587 acre of land provided by the Govt. of Assam.

Cabinet approves Restructuring plan for Hindustan Organic Chemicals Ltd.

The Cabinet Committee on Economic Affairs has approved a restructuring plan for Hindustan Organic Chemicals Ltd. (HOCL), a loss making and sick Central Public Sector Enterprise (CPSE) under the Department of Chemicals & Petrochemicals.

The company, having units at Rasayani (Maharashtra) and Kochi (Kerala), has been making continuous cash losses since 2011-12 resulting in acute shortage of working capital. Most of its plants have remained shutting down during the last few years. It could not pay regular salary and statutory dues to the employees since February, 2015.

Union Cabinet Approves Proposal to Build 10 Atomic Reactors

The Union Cabinet has cleared a proposal to build 10 indigenous Pressurised Heavy Water Reactors. Each reactor will have the capacity to produce 700 MW of electricity. A total of 7000 MW capacity will be added. It will help produce clean energy.

Cabinet approves MoU between India and Korea for export credit of USD 9 billion

The Union Cabinet has approved the proposed Memorandum of Understanding (MoU) between Export-Import Bank of India (EXIM Bank) and Export-Import Bank of Korea (KEXIM) for export credit of USD 9 billion for infrastructural development in India and for the supply of goods and services as part of projects in third countries.

The decision is expected to promote the country’s international exports, and deepen political and financial ties between India and Korea. The export credit will be utilized through lending by EXIM Bank for promoting projects for priority sectors, including smart cities, railways, power generation and transmission etc., in India and for the supply of goods and services from India and Korea as part of projects in third countries.

Cabinet approves agreement between India and Cyprus on Merchant Shipping

The Union Cabinet has given its ex-post facto approval to the Agreement between India and Cyprus on Merchant Shipping, which was signed in April 2017. The Agreement in Merchant Shipping will pave the way for cooperation in eliminating any hindrances which may hamper the development of sea trade between the two nations.

The MoU will encourage participation in the transport of goods between the countries, and also from third countries. The MoU further seeks to enhance cooperation for employment, improvement of conditions of work and for the welfare of seafarers employed on each other’s vessels.

Cabinet approves Bilateral MoU between India and Iran

The Union Cabinet has approved the Bilateral Memorandum of Understanding (MoU) between Securities and Exchange Board of India (SEBI) and Securities and Exchange Organization (SEO), Iran in relation to mutual cooperation on matters pertaining to securities markets.

The MoU is likely to promote further development of economic links and cooperation between the two regulators, and aims at creating conditions for an effective development of securities markets in the two countries.

Cabinet approves MoU between India and Mali for standardization and conformity assessment

The Union Cabinet has given its ex-post facto approval to the Memorandum of Understanding (MoU) between Bureau of Indian Standards (BIS), India and Direction Nationale De Industries (MLINDI), Republic of Mali on Standardization and Conformity Assessment.

The MoU aims to facilitate closer cooperation and provide a mechanism by which India and Mali can work together towards the common aim of strengthening standardization and conformity assessment activities in order to facilitate sharing of expertise and mutual trade.

Cabinet approves Agreement between India and Somalia on transfer of sentenced persons

The Union Cabinet has given its approval for signing and subsequent ratification of the Agreement on Transfer of sentenced persons between Indi and Somalia. Signing the Agreement with Somalia shall facilitate the Indian prisoners imprisoned in Somalia or vice-versa to be near to their families, for serving remaining part of their sentence and shall facilitate their social rehabilitation.

Cabinet approves Signing of MoU between Securities and Exchange Board of India and European Securities and Markets Authority

The Union Cabinet has given its approval to the Securities and Exchange Board of India (SEBI) for entering into a Memorandum of Understanding (MoU) with European Securities and Markets Authority (ESMA) in relation to Mutual Co-operation.

The MoU is likely to establish cooperation arrangements as a precondition for ESMA to recognize Central Counter Parties (CCPs) established in India and supervised by the Securities and Exchange Board of India to provide clearing services to clearing members or trading venues established in the European Union and to provide ESMA with adequate tools to monitor the on-going compliance by the Covered CCPs with the Recognition Conditions.

Cabinet approves IREDA public issue

The Union Cabinet has approved the initial public offer (IPO) of Indian Renewable Development Agency (IREDA) to issue 13.9 crore fresh equity shares of Rs 10 each to the public on a book-building basis. The Cabinet also approved issue of shares to retail investors and IREDA employees at a discount of 5 per cent on the issue price of each equity share on a book-building basis.

Cabinet approves Interest Subvention to banks on Short-Term crop loan to farmers

The Union Cabinet has approved the Interest Subvention Scheme (ISS) for farmers for the year 2017-18. This will help farmers getting short term crop loan up to Rs. 3 lakh payable within one year at only 4% per annum.  The Government has earmarked a sum of Rs. 20,339 crore for this purpose.

The interest subvention will be given to Public Sector Banks (PSBs), Private Sector Banks, Cooperative Banks and Regional Rural Banks (RRBs) on use of own funds and to NABARD for refinance to RRBs and Cooperative Banks. The Interest Subvention Scheme will continue for one year and it will be implemented by NABARD and RBI.

Cabinet approves MoU between India and Palestine on agriculture cooperation

The Union Cabinet chaired has given its ex-post facto approval to the Memorandum of Understanding (MoU) between Ministry of Agriculture & Farmers’ Welfare and the Ministry of Agriculture in the State of Palestine on agriculture cooperation.  

The MoU provides for cooperation in the fields of agricultural research; veterinary field including capacity enhancement of Palestinian Veterinary services and Animal Health; irrigation and climate change.

Cabinet approves proposal to introduce the Financial Resolution and Deposit Insurance Bill 2017

The Union has approved the proposal to introduce a Financial Resolution and Deposit Insurance Bill, 2017. The Bill would provide for a comprehensive resolution framework for specified financial sector entities to deal with bankruptcy situation in banks, insurance companies and financial sector entities.

The Financial Resolution and Deposit Insurance, Bill 2017 when enacted, will pave the way for setting up of the Resolution Corporation. It would lead to repeal or amendment of resolution-related provisions in sectoral Acts as listed in Schedules of the Bill.

Cabinet approves signing of MoU between India and Armenia on cooperation on youth matters

The Union Cabinet was apprised about an Memorandum of Understanding which has already been signed between India and Armenia for cooperation on youth matters. The MoU was signed in April, 2017. This MoU shall remain in force for a period of five years.

Thereafter, the MoU will be automatically renewed for successive periods of five years, unless either Party notifies the other Party of its intention of not to renew the MoU, at least six months before its expiration. It can be terminated by either Party after giving six months’ prior notice in writing to the other Party.

Cabinet approves signing of MoU between India and Bangladesh for promoting cooperation in the field of Information Technology and Electronics

The Union Cabinet was apprised about an Memorandum of Understanding which has already been signed between India and Bangladesh for promoting cooperation in the field of Information Technology and Electronics (IT&E).

The MoU was signed in April, 2017 between Ministry of Electronics and Information Technology, Government of India and Information and Communication Technology Division of Bangladesh. It will remain in force for a period of five years.

Cabinet approves Amendment of the Social Security Agreement between India and the Netherlands

The Union has approved Amendment of the bilateral Social Security Agreement (SSA) between India and the Netherlands by incorporating the “Country of Residence” Principle into the said SSA.

The amended SSA between India and the Netherlands, when operational from the third month from the date of notifying the said Amendment to the Netherlands by India, will strengthen the ties between the two countries, and continue to favourably impact the profitability and competitive position of Indian and Dutch companies with foreign operations in either country by reducing their cost of doing business abroad. 

Cabinet approves MoU between India and the Netherlands for bilateral Cooperation in the field of water resources management

The Union Cabinet has approved the MoU between Ministry of Water Resources, River Development and Ganga Rejuvenation and the Ministry of Infrastructure and the Environment of the Kingdom of the Netherlands for bilateral cooperation in the field of water resources management.

The MoU envisages that both the Governments shall work to enhance cooperation at the National, regional and international levels in the field of Water Resources Management and Development by collaborating and sharing experience and expertise in the areas mutually agreed upon, including techniques in the efficient use of water resources, river basin management, decision support systems, delta management, water quality issues and waste water recycling and re-use through innovative concession arrangements.

Cabinet approves MoU between India and Portugal on Cooperation in the field of Public Administration and Governance Reforms

The Union Cabinet has approved the signing of a Memorandum of Understanding (MoU) between Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, and Ministry of the Presidency and of Administrative Modernization, Government of Portuguese Republic, for ‘Cooperation in the field of Public Administration and Governance Reforms’.

The MoU will help in understanding the system of customer oriented public service delivery in Portugal with reference to rapidly changing environments in the area of public service management and enable in replicating, adapting and innovating some of the best practices and processes in the Indian Public Service Delivery System, leading to improved public service delivery in India.

Cabinet approves Constitution of Indian Naval Material Management Service (INMMS) as an Organized Group ‘A’ Engineering Service

The Union Cabinet has approved constitution of an organized Group ‘A’ Engineering Service, namely Indian Naval Material Management Service (INMMS) and consequent changes in cadre structure of existing Group ‘A’ cadre of Naval Store Officers of the Indian Navy.

The proposed INMMS would attract the best talents available and will provide a reservoir of technically qualified Material Managers for handling the Materials Management functions of Indian Navy.

It will improve the functional efficiency of Material Management of Naval Stores and ensure operational readiness of the Navy at all times as well as provide better career prospects for the incumbents.

Cabinet approves MoU on cooperation in the textiles, clothing and fashion sectors between India and Australia

The Union Cabinet has approved the Memorandum of Understanding (MoU) on cooperation in the textiles, clothing and fashion sectors between the Ministry of Textiles and the Department of Foreign Affairs and Trade, Australia. 

The MoU will facilitate cooperation in relation to matters within the textiles and fashion sectors that may be of mutual interest and benefit to the participants. The weavers including ancillary workers will be benefited from activities to be taken under MOU.

Cabinet approves MoU on cooperation in the peaceful uses of outer space between India and Armenia

The Union Cabinet was apprised about an Memorandum of Understanding (MoU) on cooperation in the peaceful uses of outer space between India and Armenia.

The MoU has already been signed in April, 2017. This MoU shall enable the areas of cooperation such as, space science, technology and applications including remote sensing of the earth; satellite communication and satellite based navigation; space science and planetary exploration; use of spacecraft and space systems and ground system; and application of space technology.

Cabinet approves MoU for cooperation in Traditional Systems of Medicine and Homoeopathy between India and Sri Lanka

The Union Cabinet has given its approval for signing an Memorandum of Understanding (MoU) for cooperation in Traditional Systems of Medicine and Homoeopathy between Ministry of AYUSH of the Government of Republic of India and the Ministry of Health, Nutrition and Indigenous Medicine of the Government of Democratic Socialist Republic of Sri Lanka.

The signing of the proposed MoU will enhance bilateral cooperation between the two countries in the areas of traditional medicine and homoeopathy. This will be of immense importance to both countries considering their shared cultural heritage.

Cabinet approves MoU between India and Israel on National Campaign for Water Conservation in India

The Union Cabinet has approved signing of a Memorandum of Understanding (MoU) between India and Israel on National Campaign for Water Conservation in India. The two countries shall work to enhance cooperation at the national, regional and international level to design, implement and monitor a professionally-designed National Water Conservation campaign in India.

The Union Cabinet has approved signing of a Memorandum of Cooperation between India and the United States of America on Homeland Security.  The Memorandum of Cooperation will further strengthen bilateral security relations between India and the USA and will also help in coordination and interactions among the six Sub-Groups that are proposed to be formed under Homeland Security Dialogue between the two countries.

Cabinet approves recommendations of the 7th CPC on allowances

The Union Cabinet has approved the recommendations of the 7th CPC on allowances with some modifications. The revised rates of the allowances shall come into effect from 1st July, 2017 and shall affect more than 48 lakh central government employees.

Cabinet approves establishment of the International Rice Research Institute (IRRI)

The Union Cabinet has approved the establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi.

This will include a modern and sophisticated laboratory with the capacity to determine the quality and status of heavy metals in grain and straw. The Centre will also undertake capacity building exercises for stakeholders across the rice value chain.

Cabinet nod for clarity on investment pact with Bangladesh

The Union Cabinet approved the Joint Interpretative Notes (JIN) on the Agreement between India and Bangladesh for to bring clarity to the interpretation of the existing Bilateral Trade and Promotion Agreement (BIPA).

The JIN includes interpretative notes to be jointly adopted for many clauses, including, the definition of investor, definition of investment, exclusion of taxation measures, Fair and Equitable Treatment (FET), National Treatment (NT) and Most Favoured Nation (MFN) treatment, expropriation, essential security interests and Settlement of Disputes between an Investor-and a Contracting Party.

 Cabinet approves Joint Interpretative Notes on the Agreement between India and Bangladesh for Promotion and Protection of Investments

The Union Cabinet has given its approval for the Joint Interpretative Notes (JIN) on the Agreement between India and Bangladesh for the Promotion and Protection of Investments.

The JIN would impart clarity to the interpretation of the existing Agreement between India and Bangladesh for the Promotion and Protection of Investments (BIPA).

Cabinet approves enhancement of the age of superannuation of Medical Officers of Central Armed Police Forces and Assam Rifles

(i) General Duty Medical Officers of Central Armed Police Forces and Assam Rifles from 60 to 65 years and

(ii) Specialist Medical Officers of Central Armed Police Forces and Assam Rifles of the Ministry of Home Affairs from 60 to 65 years.

The Union Cabinet has been apprised of the Memorandum of Understanding (MoU) between India and Bangladesh on cyber security cooperation between Indian Computer Emergency Response Team (CERT-In) under the Ministry of Electronics and Information Technology of India and Bangladesh Government Computer Incident Response Team (BGD e-Gov CIRT) Bangladesh Computer Council of Information and Communication Technology Division under the Ministry of Posts, Telecommunications and Information Technology of Bangladesh. The MoU was signed on 8th April, 2.017.

The Union Cabinet has approved the creation of three posts of Directors in the pre-revised scale of Rs.80,000 (fixed) {plus NPA Ceiling limit 85000} for the three new AIIMS at Mangalagiri near Guntur in Andhra Pradesh, Kalyani in West Bengal and Nagpur in Maharashtra.

The Cabinet Committee on Economic Affairs chaired has given its approval for 4 Laning of Solapur-Bijapur Section of New NH-52 (formerly NH-13) in Maharashtra and Karnataka. The development of 4 Laning of about 110 km. is estimated to cost approximately Rs.1889 crore including the cost of land acquisition and pre-construction activities.

Cabinet approves SASEC Road Connectivity Investment Program – Tranche 2

The Cabinet Committee on Economic Affairs chaired has given its approval for upgradation and widening of 65 kms of Imphal-Moreh Section of NH-39 in Manipur at a cost of Rs. 1630.29 crores.

The project will improve connectivity between Imphal with the eastern part of the state. Based on the existing and projected traffic requirements the NH-39 will be widened to 4 lane between Lilong village and Wanginj village, while the stretch between Wanginj village to Khongkhang will be upgraded to 2 lane with paved shoulder.

Cabinet approves MOC in respect of tax matters between India and BRICS countries – Brazil, Russia, China and South Africa

The Union Cabinet has given the approval for the signing of Memorandum of Cooperation (MOC) in respect of tax matters between India and the Revenue administrations of BRICS countries namely, Brazil, Russian Federation, China and South Africa

The MoC aims to further promote cooperation amongst the BRICS Revenue administrations in international forum on common areas of interest in tax matters and in the area of capacity building and knowledge sharing.

Cabinet approves revision of Indian Community Welfare Fund guidelines

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved revision of the Indian Community Welfare Fund (ICWF) guidelines.

ICWF, set up in 2009, is aimed at assisting Overseas Indian nationals in times of distress and emergency in the most deserving cases on a means tested basis.

The revised guidelines being made broad-based seek to expand the scope of welfare measures that can be extended through the Fund.

The Union has given its ex-post facto approval for an amendment of the Constitution (Application to Jammu & Kashmir) Order, 1954 by way of the Constitution (Application to Jammu & Kashmir) Amendment Order, 2017.

The Constitution (Application to Jammu & Kashmir) Amendment Order, 2017 has already been notified in Gazette of India on 6th July, 2017 after the assent of the President.

Cabinet approves revision of guidelines of Sovereign Gold Bonds Scheme

The Union Cabinet has given approval for revision of guidelines of Sovereign Gold Bonds (SGB) Scheme with a view to achieve its intended objectives.

Sovereign Gold Bond (SGB) Scheme was notified by the Government of India on November 05, 2015 after due approval of the Cabinet. The main objective of the scheme was to develop a financial asset as an alternative to purchasing metal gold.

Cabinet approves revision of cost of Socio Economic and Caste Census 2011

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has approved the proposal of Department of Rural Development for revision of cost of Socio Economic and Caste Census 2011 (SECC 2011). It provides for:

(a) Revising the cost of SECC 2011 to Rs. 4893.60 crore from the approved estimated expenditure of Rs.3,543.29 crore within the indicative cost of Rs.4,000 crore as approved by the Government.

(b) Approval of time and cost overrun and consequential revision in the upper limit of cost per record to the consortium of Central Public Sector Undertakings.

Cabinet to take up scrapping of no-detention policy in schools

States will soon be able to conduct exams for students of class 5 and 8 who fail in the annual exams to give them another chance to pass with the Union cabinet likely to take up a proposal of scrapping the ‘no-detention policy’.

Under the proposal, students of classes 5 to 8 who do not pass the examination in March will be given a chance in May or June.

CCEA approves new rail tracks in Tamil Nadu, Kerala

The Cabinet Committee on Economic Affairs (CCEA) has approved doubling of tracks of three railway lines and their electrification in Tamil Nadu and Kerala.

The Committee has approved the constructionof a electrified second line between Vanchi-Maniyachchi-Nagercoil via Tirunelveli, Madurai-Vanchi and Maniyachchi-Tuticorin, and Thiruvananthapuram in Kerala and Kanyakumari.

The estimated cost of the Vanchi-Maniyachchi-Nagercoil via Tirunelveli project will be Rs 1,003.94 crores. All the three projects are expected to be completed by the year2020-2021.

Cabinet approves new mechanism to speed up strategic disinvestment

To accelerate strategic disinvestments in central public sector enterprises (CPSEs), the cabinet committee on economic affairs (CCEA) mandated a panel headed by finance minister Arun Jaitley to oversee the asset sale process.

In this regard, the proposal was forwarded by the Department of Investment and public Asset Management (DIPAM). DIPAM is the nodal agency of Union Finance Ministry mandated to advise the Union Government in the matters of the financial system.

Union cabinet approves creation of a single non-lapsable corpus fund for secondary

The Union Cabinet has accorded its approval for the creation of a non-lapsable pool in the Public Account for secondary and higher, education is known as” Madhyamik and Uchchtar Shiksha Kosh” (MUSK) which all proceeds of “Secondary and Higher Education Cess” are credited.

The funds arising from MUSK will be utilized for schemes in the education sector which will be available for benefit of students of secondary and higher education.

Cabinet approves MoU between India, Sweden on IPR

The Union Cabinet cleared MoU signed between India and Sweden on intellectual property right (IPR) cooperation, aimed at benefiting entrepreneurs, investors and businesses. This will enable India to exchange experiences in innovation and IP ecosystems.

The MoU establishes a wide-ranging and flexible mechanism through which both countries can exchange best practices and work together on training programmes and technical exchanges to raise awareness on IPRs and better protect intellectual property rights.

Union cabinet clears stalled north koel reservoir project in Bihar

The Union Cabinet approved a proposal to complete the balance works of North Koel Reservoir Project in Bihar, stalled since 1993. Under the revived project, storage of water in Mandal dam to be constructed under it will be restricted at a lower level than envisaged earlier.

The project is situated on the North Koel river, a tributary of Sone River.  It aims to provide irrigation to 111,521 hectares of land annually.

Cabinet approves MoU between India and Nepal for Bridge over Mechi River at Indo-Nepal border

The Union Cabinet has approved a Memorandum of Understanding (MoU) to be signed between India and Nepal for laying down implementation arrangement on Cost sharing, Schedules and Safeguard issues for starting construction of a new Bridge over Mechi River at Indo-Nepal border.

The estimated cost of construction of the bridge is Rs. 158.65 crore, which would be funded by Government of India through ADB loan.

Cabinet approves setting up of a Commission to examine the Sub-Categorization within OBCs

The Union Cabinet has approved a proposal for setting up of a Commission under article 340 of the Constitution to examine the issue of sub-categorization of the Other Backward Classes (OBCs).

 The Commission shall submit its report within 12 weeks from the date of appointment of the Chairperson of the Commission. The Commission shall be known as the Commission to examine the sub-categorization of Other Backward Classes.

Cabinet approves New Central Sector Scheme – “Pradhan Mantri Kisan Sampada Yojana”

The Cabinet Committee on Economic Affairs has approved the renaming of the new Central Sector Scheme – SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters) as “Pradhan Mantri Kisan Sampada Yojana (PMKSY) ” for the period of 2016-20 coterminous with the 14th Finance Commission cycle.

The objective of PMKSY is to supplement agriculture, modernize processing and decrease Agri-Waste.

Cabinet approves Closure of loss making Bharat Wagon and Engineering Company

The Cabinet Committee on Economic Affairs has approved the proposal of Ministry of Railways to close the Bharat Wagon and Engineering Company Limited (BWEL) – a Central Public Sector Enterprise (CPSE) under Ministry of Railways.

626 employees of BWEL will be benefitted from the voluntary retirement scheme to be offered at 2007 pay scale. This measure will stop flow of financial support from public funds for carrying on the operations of sick/loss making BWEL resulting in savings for the Government.

Cabinet approves plans to merge some state-run banks

The government has decided to set up an Alternative Mechanism to oversee the proposals for consolidation of public sector banks (PSBs) with a view to creating fewer but stronger lenders.

 

The Alternative Mechanism will be decided by Prime Minister Narendra Modi, Finance Minister Arun Jaitley said after the Union Cabinet meeting. The Cabinet gave in-principle nod to the constitution of the mechanism which will clear proposals of banks for mergers and amalgamation.

Cabinet approves MoU with the Election Management Bodies of other countries/International Agencies

The Union Cabinet has approved the proposal of the Election Commission of India to enter into MoU on cooperation in the field of electoral management and administration with the Election Management Bodies of other countries/International Agencies. These are as follows:

  • The National Electoral Council of Ecuador;
  • The Central Election Commission of Albania;
  • The Election Commission of Bhutan;
  • The Independent Election Commission of Afghanistan;
  • The National Independent Electoral Commission of Guinea;
  • The Union Election Commission of Myanmar; and
  • The India International Institute of Democracy and Election Management (IIIDEM) and the International Institute for Democracy and Electoral Assistance (International IDEA).

Cabinet approves MoU with Myanmar for the Conservation of Earthquake-Damaged Pagodas at Bagan

The Union Cabinet has approved the Memorandum of Understanding (MoU) between India and Myanmar for the conservation of earthquake-damaged pagodas at Bagan, Myanmar.

The MoU will be signed during the visit of the Prime Minister Shri Narendra Modi to Myanmar during 6-7 September 2017.

Cabinet approves promulgation of the Goods and Services Tax (Compensation to States) Ordinance, 2017

The Union Cabinet has given its approval to the proposal of the Finance Ministry to promulgate an ordinance to suitably amend the Goods and Services Tax (Compensation to States) Act, 2017.

The approval would allow to increase the maximum rate at which the Compensation Cess can be levied from 15% to 25% on: a) motor vehicles for transport of not more than thirteen persons, including the driver [falling under sub-headings 870210, 8702 20, 8702 30 or 8702 90]; and b) motor vehicles falling under headings 8703.

Cabinet approves MoU on “India-Israel Industrial R&D and Technological Innovation Fund”

The Union Cabinet hasi approved a Memorandum of Understanding (MoU) between India and Israel on “India-Israel Industrial R&D and Technological Innovation Fund (I4F)”. The MoU was concluded in July, 2017.

India and Israel will make a contribution of four million US Dollars each for the Fund, both equivalent amounts, annually for five years. The Innovation Fund will be governed by a joint Board which will consist of four members from each country.

Cabinet approves MoU between India and Brazil for cooperation in the fields of Zebu Cattle Genomics and Assisted Reproductive Technologies

The Union Cabinet was apprised of Memorandum of Understanding (MoU) signed between India and Brazil for cooperation in the fields of Zebu Cattle Genomics and Assisted Reproductive Technologies. The MoU was signed in October, 2016.

The MoU will strengthen the existing friendly relations between India and Brazil and promote development of Genomics and Assistant Reproductive Technologies (ARTs) in Cattle through joint activities to be implemented through mutually agreed procedures.

Cabinet apprised of jointly issue of postage stamps between India and Canada

The Union was informe that India and Canada have mutually agreed to jointly issue a set of two Commemorative Postage Stamps on India-Canada: Joint Issue on the theme “Diwali”. The joint stamps will be released on 21st September, 2017.

A Memorandum of Understanding (MoU) has already been signed signed between Department of Posts and Canada Post for this joint issue. India and Canada have a longstanding close relationship, based on shared values of democracy, pluralism, equality for all and rule of law.

Cabinet approves equivalence of posts in Central Public Sector Undertakings (PSUs)

The Union Cabinet has given its approval to the norms for establishing equivalence of posts in Government and posts in PSUs, PSBs etc. for claiming benefit of OBC reservations.

This addresses an issue pending for nearly 24 years.  This will ensure that the children of those serving in lower categories in PSUs and other institutions can get the benefit of OBC reservations, on par with children of people serving in lower categories in Government.

Cabinet approves Rs 25,060 cr for three-year police modernisation plan

The Cabinet Committee on Security (CCS) has approved Rs 25,060 crore for police modernisation for three fiscal years till 2019-20.

The central government would contribute 80 per cent of money earmarked for police modernisation.

Cabinet okays EXIM Bank’s credit extension in local currency under BRICS

The Cabinet has approved signing of interbank local currency credit line agreement and cooperation memorandum relating to credit ratings by Exim Bank with member banks under BRICS Interbank Cooperation Mechanism.

Exim Bank finances, facilitates and promotes India’s international trade. It provides competitive finance at various stages of the business cycle.

Cabinet approves MoU between India and Morocco on cooperation in the field of health

The Union Cabinet has given its approval for signing of a Memorandum of Understanding (MoU) between India and Morocco on cooperation in the field of health.

  • The MoU covers the following areas of cooperation:-
  • Non-communicable diseases, including child cardiovascular diseases and cancer;
  • Drug Regulation and Pharmaceutical quality control;
  • Communicable Diseases;
  • Maternal, child and neonatal health;
  • Hospital twinning for exchange of good practices;
  • Training in administration and management of health services and Hospitals;
  • Any other area of cooperation as may be mutually decided upon.

A Working Group will be set up to further elaborate the details of cooperation and to oversee the implementation of this MoU.

Cabinet approves MoU between India and Armenia on Cooperation in the field of Disaster Management

The Union Cabinet has given its approval for signing of a Memorandum of Understanding (MoU) between India and Armenia on Cooperation in the field of Disaster Management.

The MoU would enhance cooperation in the field of Disaster Management and contribute to the well-being and safety of the people of both the countries in the event of disaster. It will also result in exchange of information in the relevant fields of disaster management which is of mutual interest.

Cabinet approves implementation of the scheme “Dairy Processing & Infrastructure Development Fund”

The Cabinet Committee on Economic Affairs has approved a Dairy Processing & Infrastructure Development Fund” (DIDF) with an outlay of Rs 10,881 crore during the period from 2017-18 to 2028-29.

Consequent to the Union Budget 2017-18 announcement, Dairy Processing & Infrastructure Development Fund will be set up as a corpus of Rs 8004 crore with National Bank for Agriculture and Rural Development (NABARD).

The Cabinet Committee on Economic Affairs gave its approval for a significant project to acquire 48,243 Line Kilometer (LKM) 2D seismic data for appraisal of Indian sedimentary basins where limited data is available.

The project will help in increasing the investments in domestic production of oil and gas. The project will be implemented by NOCs, i.e. Oil India Limited (OIL) and Oil and Natural Gas Corporation (ONGC). OIL will conduct survey in North – Eastern States while remaining area will be covered by ONGC. Survey work will be carried out in 24 States.

Cabinet approves Revamped Khelo India Programme

The Union Cabinet has approved the revamped Khelo India programme at a cost of Rs.1,756 crore for the period 2017-18 to 2019-20. This marks a watershed moment in the history of Indian sports, as the Programme aims at mainstreaming sport as a tool for individual development, community development, economic development and national development.

 

The revamped Khelo India Programme would impact the entire sports ecosystem, including infrastructure, community sports, talent identification, coaching for excellence, competition structure and sports economy.

Cabinet approves introduction of the Dentists (Amendment) Bill, 2017

The Union Cabinet has given its approval for introduction of the Dentists (Amendment) Bill, 2017 in Parliament subject to modifications of drafting or consequential nature, if any, as may be considered necessary by the Legislative Department by amending the Dentists Act, 1948 (16 of 1948). The amendment will reduce the redundancy.

Cabinet approves Agreement on “Cooperation in the field of Information, Communication and Media” between India and Ethiopia

The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval to sign the Agreement between India and Ethiopia on “”Cooperation in the field of Information, Communication and Media”.

It aims to harness the growing power of Information, Communication and Media for information dissemination and enhancing outreach between the two countries for inclusive development. It will also enhance people to people contact through exchange programmes.

Cabinet approves umbrella scheme of Modernisation of Police Forces

The Union Cabinet has given its approval for implementation of umbrella scheme of “Modernisation of Police Forces (MPF)” for years 2017-18 to 2019-20.  The financial outlay for the scheme over the three year’s period is Rs.25,060 crore, out of which the Central Government share will be Rs.18,636 crore and the States’ share will be Rs.6,424 crore.  

Cabinet approves MoU between India and Belarus in the oil and gas sector

The Union Cabinet has given its ex-post facto approval for a Memorandum of Understanding (MoU) signed between India and Belarus in the oil and gas sector. The MoU was signed on 12th September, 2017 during the visit of President of Belarus to India.

The MoU will promote bilateral relationship between India and Belarus and it is envisaged to enhance the economic and commercial cooperation between the two sides in oil and natural gas sector.

Cabinet approves signing and ratification of the Bilateral Investment Treaty between India and Belarus on investments

The Union Cabinet has given its approval for signing and ratification of the Bilateral Investment Treaty (BIT) between the India and Belarus on Investments.

The Treaty is likely to increase investment flows between the two countries. The agreement is expected to improve the confidence of the investors resulting in an increase in FDI and Overseas Director Investment (ODI) opportunities and this will have a positive impact on employment generation.

Cabinet approves bilateral MoU between India and Afghanistan on Technical Cooperation on Police Training and Development

The Union Cabinet has given its approval for signing an MoU between India and Afghanistan on Technical Cooperation on Police Training and Development.

It has been approved for a period of 5 years from the date of signing the MoU and shall be extended for a further period of 5 years on the condition that are not further changes and or revision.

Cabinet approves MoC between India and Japan

The Union Cabinet has approved the signing of “Memorandum of Cooperation (MoC)” between India and Japan on the “Technical Intern Training Program (TITP)”.

The Technical Intern Training Program (TITP) is an ambitious program to send Indian technical interns to Japan for on the job training for a period of three to five years.

Cabinet approves signing of the MoU of Cooperation between India and Japan

The Union Cabinet has approved the signing of the Memorandum of Cooperation (MoC) between India and Japan on establishing a liquid, flexible and global LNG Market.

The MoC will promote bilateral relationship between India and Japan in the energy sector. It will contribute to the diversification of gas supplies for India. This will strengthen our energy security and lead to more competitive prices for consumers.

Cabinet approves MoU between SEBI and FSC

The Union Cabinet has given its approval for signing of a Memorandum of Understanding (MoU) between Securities and Exchange Board of India (SEBI) and Financial Services Commission (FSC), Gibraltar for mutual co-operation and technical assistance.

The MoU is likely to promote further development of economic links and cooperation between the two regulators and aims at creating conditions for an effective development of securities markets in the two countries.

Cabinet approves MoU between India and Belarus for Cooperation

The Union Cabinet has given its ex-post facto approval for a Memorandum of Understanding between India and Belarus for cooperation in the field of Vocational Education and Training (VET). 

The MoU was signed on 12th September, 2017 during the State visit of H.E. Mr. Alexander Lukashenko, President of Belarus to India. This is for the first time MoU for cooperation in area of vocational education, training and skill development has been signed with Eurasian country.

Cabinet approves IALA to change its status from Non-Governmental Organization to Inter-Governmental Organization

The Union Cabinet has given its approval for International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) to change its status from Non-Governmental Organization (NGO) to Inter-Governmental Organization (IGO).

The move will facilitate “to foster the safe, economic and efficient movement of vessels”. It will bring IALA at par with International Maritime Organisation (IMO) and International Hydrographic Organisation (IHO).

The Union Cabinet has given its approval for signing of a Memorandum of Understanding (MoU) between India and Morocco on cooperation in the field of water resources.

 The MoU intends to enhance cooperation in the field of water resources development and management within the framework of their expertise and their respective legislations.

Cabinet approves the Extradition Treaty between India and Lithuania

The Union Cabinet has given its approval for the signing and ratification of the Extradition Treaty between India and Lithuania.

The Treaty would provide a legal framework for seeking extradition of terrorists, economic offenders and other criminals from and to Lithuania.

Cabinet apprised of the MoU between India and Switzerland

The Union Cabinet has been apprised of the Memorandum of Understanding between Ministry of Railways, Government of India and the Federal Department of the Environment, Transport, Energy and Communications of Swiss Confederation on Technical Cooperation in Rail Sector. 

The MoUs provide a platform for Indian Railways to interact and share the latest developments and knowledge in the railway sector.

Cabinet approves MoU on Upgradation of the Women’s Police Training Centre at Yamethin, Myanmar

The Union Cabinet has given its ex-post facto approval to the Memorandum of Understanding (MoU) between India and Myanmar on upgradation of the Women’s Police Training Centre at Yamethin, Myanmar.

The MoU covers upgradation of the Yamethin Women’s Police Training Centre to further augment the capabilities of the Myanmar Government to build capacities of its police force with technical and financial assistance from Government of India.

Cabinet approves renaming of Kandla Port as Deendayal Port

The Union Cabinet has given its ex-post facto approval to the renaming of Kandla Port as Deendayal Port.

There have been public demands from various quarters in Gujarat, especially from Kachhh district, to rename ‘Kandla Port’ as ‘Deendayal Port, Kandla’. Pandit Deendayal Upadhyay (25.9.1916 – 1.2.1968) was a prominent leader, who pledged his life to the service of the nation.

Cabinet nod for introduction of Bill to amend NCTE Act

To grant retrospective recognition to central/ State/ Union Territory-funded institutions and universities conducting teacher education courses without National Council for Teacher Education Act, 1993 (NCTE) recognition till the academic year 2017-2018, the Union Cabinet gave its approval for introduction of a Bill in Parliament to amend the Act concerned.

The National Council for Teacher Education (Amendment) Act, 2017 will grant retrospective recognition to the Central/state universities that are found to be conducting teacher education courses without NCTE permission.

Cabinet approves trade Agreement between India and Ethiopia for strengthening and promoting trade and economic cooperation

The Union Cabinet has given its ex-post facto approval for the trade Agreement between India and Ethiopia for strengthening and promoting trade and economic co-operation.

The trade Agreement was signed on 5th October, 2017 during the State visit of the President of India to Ethiopia from 4th to 6th October, 2017.

The trade Agreement will replace the existing trade Agreement signed in 1982. The trade Agreement will provide for all necessary measures to encourage trade, economic cooperation, investment and technical co-operation.

Cabinet approves signing an Agreement between India and Armenia on cooperation and mutual assistance in customs matters

The Union Cabinet has given its approval for signing and ratifying an Agreement between India and Armenia on cooperation and mutual assistance in customs matters. The Agreement will be signed on behalf of the two countries after it is approved by the respective Governments.

This Agreement shall enter into force on the first day of the second month after the Contracting Parties notify each other in through diplomatic channels, that the necessary national legal requirements for entry into force of this Agreement have been fulfilled.

Cabinet approves 25,700 cr for convention centre in Delhi

The Cabinet has approved Rs 25,703 crore for development of an Exhibition-cum-Convention Centre at Dwarka to put the national capital in the league of Shanghai, Hong Kong and Singapore in the area of exhibition market, an official statement said.

The Exhibition-cum-Convention Centre (ECC) and allied infrastructure will be developed in public private partnership (PPP) and non-PPP mode (including exhibition and convention spaces, arena, trunk-infrastructure, Metro/NHAI connectivity, hotels, office and retail spaces) by 2025.

Cabinet approves creation of body to conduct entrance exams

The Union cabinet has approved the establishment of an independent body to conduct high-profile entrance exams, including the National Eligibility Cum Entrance Test (NEET) for students aspiring to join medical colleges and the Joint Entrance Examination (JEE-Main) for admission to the elite Indian Institutes of Technology (IITs), twice a year.

The National Testing Agency (NTA) will be an autonomous organization that will oversee the conduct of entrance exams for admission to higher educational institutions. Some four million students appear every year in tests that determine their eligibility for admission to prestigious institutions.

Cabinet approves continuation and Restructuring of National Rural Drinking Water Programme

The Union Cabinet has accorded its approval for continuation and restructuring of National Rural Drinking Water Programme (NRDWP) to make it outcome-based, competitive and better monitored with increased focus on sustainability (functionality) of schemes to ensure good quality service delivery to the rural population.

A sum of Rs. 23,050 crore has been approved for the programme for the Fourteenth Finance Commission (FFC) period 2017-18 to 2019-20.

Cabinet approves Creation of National Testing Agency (NTA)

The Union Cabinet chaired has approved creation of National Testing Agency (NTA) as a Society registered under the Indian Societies Registration Act, 1860, and as an autonomous and self-sustained premier testing organization to conduct entrance examinations for higher educational institutions.

Cabinet approves utilisation of pulses from the buffer stock

The Cabinet Committee on Economic Affairs has approved to utilize part of stock of pulses in the buffer maintained by the Department of Consumer Affairs, for meeting the protein component under various schemes of Central Government providing nutrition to various target groups/beneficiaries.

To give effect to the decision, the CCEA has empowered the concerned Departments/Ministries to carry out suitable amendments in their schemes/guidelines to enable them to take/provide pulses from the buffer in kind under their respective Schemes.

The Union Cabinet has given its approval for signing a Memorandum of Understanding (MoU) between India and Philippines in the field of agriculture and related fields.

The MoU will improve bilateral cooperation in the field of agriculture and will be mutually beneficial to both countries.  It will promote understanding of best agricultural practices in the two countries and will help in better productivity as well as improved global market access.

Cabinet approves Rs 3,320 cr plan to boost judicial infrastructure

The Union Cabinet has approved the continuation of a centrally-sponsored scheme for the development of infrastructural facilities for the judiciary beyond the 12th Five-Year Plan till March 31, 2020.

The scheme — with an estimated outlay of Rs 3,320 crore — for the development of such infrastructure will be implemented in a mission mode through the National Mission for Justice Delivery and Legal Reforms.

Cabinet approves creation of GST anti-profiteering authority

The union cabinet has approved the establishment of the much-anticipated National Anti-profiteering Authority (NAA) to ensure the benefits of such rate cuts are passed on to consumers.

Anti-profiteering measures will provide an institutional framework to ensure that the full benefits of input tax credits and reduced GST rates on goods or services flow to consumers.

Cabinet clears new scheme for rural women with annual outlay of Rs 3,636 cr

The Cabinet Committee on Economic Affairs has approved a new scheme — Mahila Shakti Kendra — to empower rural women with an outlay of Rs 3,636.85 crore, with a Central share of Rs 3,084.96 crore during the period 2017-18 to 2019-20.

The objectives of the scheme include improvement in child sex ratio, ensuring survival, protection and education of the girl child, to provide an interface to rural women to avail of entitlements.

Cabinet approves ordinance for making changes in insolvency code

The Cabinet has approved the promulgation of an Ordinance for making amendments to the Insolvency and Bankruptcy Code to streamline the selection of buyers for stressed assets.

It is expected to stop wilful defaulters from buying back stressed assets that they previously owned.

Cabinet approves setting up of 15th Finance Commission

The Cabinet has approved the setting up of the 15th Finance Commission which will assess the tax resources of the nation and suggest a formula for their devolution among states.

Its recommendations will have to be in place before April 1, 2020. As per Article 280 of the Constitution, the Commission is required to make recommendations on the distribution of the net proceeds of taxes between the Centre and the states.

The Cabinet Committee on Economic Affairs has given its approval for expansion of Beti Bachao Beti Padhao for a Pan India reach covering all the 640 districts (as per census 2011) of the Country to have a deeper positive impact on Child Sex Ratio.

The Scheme was launched by the Prime Minister on 22nd January, 2015 at Panipat, Haryana as a comprehensive programme to address the declining Child Sex Ratio (CSR) and related issues of empowerment of women over a life-cycle continuum.

Cabinet approves expansion of Pradhan Mantri Mahila Shakti Kendra

The Cabinet Committee on Economic Affairs has given its approval for expansion of the schemes of Ministry of Women and Child Development under Umbrella Scheme “Mission for Protection and Empowerment for Women” for a period 2017-18 to 2019-20.

CCEA has also given approval to the new scheme called ‘Pradhan Mantri Mahila Shakti Kendra’, which will empower rural women through community participation to create an environment in which they realize their full potential.

Cabinet approves ordinance related to bamboo in non-forest

The Cabinet is learnt to have approved an ordinance which seeks to amend the Indian Forest Act to exempt bamboo grown in non-forest areas from the requirement of felling or transit permit.

The move seeks to encourage bamboo plantations by farmers which will contribute to achieving the objective of doubling the farmers’ income by 2022. The amendment to Section 2(7) of the Indian Forest Act, 1927 was approved by the Cabinet

Govt sets up panel to review income tax laws

The government has constituted a task force for redrafting the 50-year old income tax law in sync with the economic needs of the country.

The six-member task force will have Arbind Modi, CBDT Member (Legislation) as the Convener and other members, including Girish Ahuja (chartered accountant), Rajiv Memani (Chairman and Regional Managing Partner of EY) and Mansi Kedia (Consultant, ICRIER).

Cabinet approves continuation of the scheme on Indian Institute of Corporate Affairs beyond the 12th Plan Period

The Union Cabinet has given its approval for continuation of the scheme on Indian Institute of Corporate Affairs (IICA) for another three financial years (FYs 2017-18 to 2019-20) and providing Grants-in-aid of Rs.18 crore to the Institute.  It will make the Institute self-sustainable by the end of FY 2019-20.

Cabinet approves agreement between India and Philippines on co-operation

The Union Cabinet has approved the signing and ratifying of an Agreement between India and Philippines on cooperation and mutual assistance in customs matters.

The Agreement will help in the availability of relevant information for the prevention and investigation of Customs offences. The Agreement is also expected to facilitate trade and ensure efficient clearance of goods traded between the countries.

Cabinet approves India’s Membership for European Bank for Reconstruction & Development

The Union Cabinet has approved India’s Membership for European Bank for Reconstruction & Development (EBRD).

Membership of EBRD would enhance India’s international profile and promote its economic interests. India’s investment opportunities would get a boost.

The issue relating to acquiring the membership of the “European Bank for Reconstruction & Development (EBRD)” had been under consideration of the Government.

Cabinet approves signing of India – Russia Agreement on cooperation in combating terrorism and organized crime

The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for signing an Agreement on Cooperation between India and Russia in the field of combating all forms of terrorism and organized crime.

The Agreement is proposed to be signed during the upcoming visit of Indian Delegation, led by Home Minister, to Russia from 27-29 November, 2017.

Cabinet clears agreement between India and Belarus

The Union Cabinet has been apprised of the Agreement between the Indian National Science Academy (INSA) and the National Academy of Sciences of Belarus (NASB) on Scientific and Technological Cooperation for mutual benefit in the areas of science, technology, agriculture, etc.

The Agreement was exchanged on 12th September, 2017 at New Delhi during the visit of Belarus President H.E. Mr. Alexander Lukashenko.

Cabinet approves investment cooperation and facilitation treaty between India and Brazil

The Union Cabinet has given its approval for signing and ratification of the Investment Cooperation and Facilitation Treaty (ICFT) between India and Brazil.

The Treaty will result in increase of investment flows between the two countries. The ICFT between India and Brazil will provide appropriate facilitation to Brazilian investors in India and Indian investors in the Brazil.

Cabinet approves MoU between India and Italy for cooperation in Agriculture and Phytosanitary issues

The Union Cabinet has approved signing of a Memorandum of Understanding (MoU) between India and Italy for cooperation in Agriculture and Phytosanitary issues. It replaces the earlier MoU signed in January, 2008 which is going to expire in January, 2018.
