- Sanjiv Arora appointed as India’s Ambassador to Lebanon
Sanjiv Arora, IFS (1984), has been appointed as the next Ambassador of India to the Republic of Lebanon. He is expected to take up the assignment shortly. Arora joined the Indian Foreign Service in 1984 and has served in various capacities in India’s diplomatic missions in Egypt, Saudi Arabia, Sri Lanka, Germany and Czech Republic. He served as Director on secondment to Ministry of Finance during 2003-04.

AWARDS AND HONOURS
- India rises to second place in global business optimism index
India improved its ranking by one spot in a global index of business optimism, with policy reforms and Goods and Services tax (GST) expected to become a reality soon. According to the latest Grant Thornton International Business Report, India was ranked second on the optimism index during the third quarter (July-September 2016). Indonesia took the top spot, with the Philippines coming in third.

- Haryana Allocates Rs.12 crore for International Gita Mahostav
The Haryana government announced that as part of its International Gita Mahotsav, the government is tying up with various organisations to holding aarti simultaneously across different countries. The aarti to be held at Brahm Sarovar in Kurukshetra on December 10 will be telecast live on Youtube. As per state officials, around 18,000 people will participate and chant 18 shlokas of Gita on the occasion.

- Chandrabhaga, a lost Ancient River, found in Odisha
India’s northwest, scientists at the Indian Institute of Technology-Kharagpur (IIT-KgP) now claim they have found evidence of another “lost” Indian river Called “Chandrabhaga“, this ancient river is believed to have existed at a distance of about two km from the 13th century Sun Temple at Konark, a UNESCO World Heritage Site in the eastern state of Odisha.

- Maharashtra govt offers jobs to 8 sportspersons
Maharashtra government has offered jobs to eight sports-persons, who have brought laurels to the state through their performance at the national and international level. The government is of the view that sports should be encouraged and a committee has been formed under Chief Secretary (Swadheen Kshatriya) to suggest measures for the same.

- Vice President Releases Throor book ‘An Era of Darkness: British Empire in India’
The book “An Era of Darkness: The British Empire in India” has been authored by Dr. Shashi Tharoor, the Lok Sabha MP. The book recalls in some detail the misdeeds of the British in looting India and making it suffer an agonizing and violent death. In it, author has rightly points out that British rule in India was effectively and regularly supplemented by famine, forced migration and brutality – the three examples of why British rule over India was despotic and anything but enlightened. The book has released by the Vice President of India M. Hamid Ansari.

- 1st International Agro Bio-Diversity congress inaugurated
Prime Minister Narendra Modi has inaugurated the first International Agro bio-diversity Congress in the national capital where 900 delegates from 60 countries will discuss conservation of genetic resources. The conference, to be held on November 6-9, is being organised by the Indian Society of Plant Genetic Resources and Biodiversity International, a CGIAR Research Centre headquartered in Rome, Italy.

- India to host Seventh Session of the Conference of Parties
Ministry of Health & Family Welfare, Government of India is hosting the Seventh Session of the Conference of Parties (COP7) to WHO FCTC during 7-12 November, 2016, at India Exposition Mart Ltd., Greater Noida, District Gautam Buddha Nagar, Uttar Pradesh. The Conference shall be inaugurated by Shri J P Nadda, Union Minister of Health & Family Welfare.

- Madhya Pradesh accounts for most tiger deaths in 2016
In a shocking revelation, as many as 76 tiger deaths have been reported in the country from January to October this year. According to report, Madhya Pradesh is at the top of the list, accounting for nearly a third of all mortalities. Karnataka, which boasts the highest tiger population among states, is in second spot with 13 deaths. The national mortality figure is the highest since 2010.

- China adopts stricter cyber-security law
China adopted a controversial cyber security law to counter what Beijing says are growing threats such as hacking and terrorism, but the law triggered concerns among foreign business and rights groups. The legislation, passed by China’s largely rubber-stamp parliament and set to take effect in June 2017, is an “objective need” of China as a major internet power, a parliament official said.

- NASA debuts interactive map for International Space Station
NASA has revealed a new easy to use map as part of its Spot the Station tool to help stargazers find the ISS, providing the best sighting opportunities for each pinned location on the map. According to the agency, the station is best seen at dawn and dusk, and is tracked by more than 300,000 people as it circles our planet. The new map tool allows users to type their location into the search bar to reveal the best sighting opportunities.

- NASA sets Guinness reciords for Highest Altitude GPS signal
NASA has Magnetospheric Multiscale mission, or MMS that is giving scientists new insight into Earth magnetosphere now holds the Guinness World Record for highest altitude fix of a GPS signal. Operating in a highly elliptical orbit around Earth, the MMS satellites set the record at 70,006.4 kilometres above the surface.

BANKING AND FINANCE
- HCC first company to get approval for Debt Recast by RBI
The RBI mandated overseeing committee has approved the Scheme for Sustainable Structuring of Stressed Assets (S4A) for Hindustan Construction Company Ltd. The ICICI-led Joint Lenders’ Forum had proposed the scheme for the infrastructure major. HCC said it is the first company to secure approval from the committee under the RBI’s S4A scheme. Its total funded debt of about Rs.5,107 crore has been considered under the scheme, which will be divided into two parts.

OBITUARY
- Odisha Congress leader Lulu Mohapatra dies at 52
Odisha Congress suffered a major blow after its Congress strongman and three-time MLA Lalatendu Bidyadhar Mohapatra, 52, passed away last night at a hospital in Gurugram following a long bout of liver cirrhosis. A major road accident in 2010 had affected his liver adversely. Mohapatra was under treatment for quite some time and had to be admitted in ICU at Medanta Hospital in Gurugram last night. He had multiple-organ failure and suffered a stroke soon after.
